Utusan Online: 26 Mei 2010 / 12 Jamadil Akhir 1431

Malaysia among most competitive nations
thestaronline:Tuesday May 25, 2010
By DATUK SERI MUSTAPA MOHAMED
It has benefited from strong demand in Asia and efficient policies
FOR the first time since Malaysia participated in the World Competitiveness Yearbook (WCY) study by the Swiss-based Institute for Management Development (IMD) since 1999, the country has been ranked one of the top 10 most competitive nations among 58 economies.
Malaysia achieved an index score of 87.228 compared with 77.162 in the previous year. This has propelled us to 10th place from 18th place last year. The country has benefited from strong demand in Asia and the implementation of efficient government policies.
The top 10 countries and their respective scores are shown in Table 1.
Malaysia has overtaken several developed countries such as Denmark, 13th (2009: 5th), the Netherlands, 12th (2009: 10th) and Luxembourg which was ranked 11th (2009: 12th).
Malaysia continues to be ahead of Britain, ranked 22nd position (2009: 21st), South Korea 23rd position (2009: 27th) and Thailand 26th (2009: 26th).
Higher Confidence
The improvements have been largely due to the performance of both the statistical and perception data. This reflects the strong fundamentals in the Malaysian economy as well as a positive change in perception among respondents.
The rakyat's higher confidence level is testimony that the people-friendly initiatives as depicted in the “One Malaysia, People First, Performance Now” have been successful.
Malaysia's performance according to the four competitiveness factors showed that the country recorded remarkable improvement in rankings for government efficiency at 9th position (2009: 19th) and business efficiency at 4th (2009: 13th). The economic performance and the infrastructure factors improved to 8th (2009: 9th) and 25th (2009: 26th) respectively. (See Table 2)
Initiatives
Since the last quarter of 2009, the economy has been growing at a faster pace than expected. This was due to a combination of government spending, lower inflation rate and accommodative monetary policy that helped boost domestic demand.
Gross domestic product (GDP) expanded by 4.5% in the fourth quarter, higher than the expected 3.2%. The growth momentum continued into the first quarter this year with gross exports rising by 30.7%, contributing to GDP growth of 10.1%.
Malaysia's export recorded a new high for the month of March this year. This registered a significant growth of 36.4% year-on-year. Given the robust performance and the government's economic initiatives, Malaysia is expected to achieve its target of 6% growth this year.
Besides the surge in exports, there was a marked improvement in private spending. Automotive sales surged 25% year-on-year in March to 56,139 units up from 44,896 units in the same month last year. Recent high-value investments by foreign companies are indicative of investor confidence on Malaysia.
Coca-Cola is investing RM1bil in a bottling plant and Hong Kong-based Sun Bear Solar Ltd is spending RM5.2bil in a solar glass-manufacturing plant.
For the first time since Malaysia participated in the WCY, both the government efficiency and business efficiency factors achieved remarkable top 10 rankings. This indicates a clear link between public and private sector engagement, which has resulted in a change in the way both sectors regard and work with each other.
Since the establishment of Pemudah (Government's Special Task Force to Facilitate Business) in February 2007, which was aimed at enhancing transparency and streamlining processes and procedures, tangible results have been evident.
This ease of doing business in Malaysia has impacted positively on the rankings for government efficiency and business efficiency input factors.
For instance, the number of start-up days in Malaysia, an indicator of the ease of doing business, has improved. Currently, the number of start-up days is three compared with 11 previously. The aim is to further improve this to one day.
Continuous Government reforms have also resulted in improvement in several national key areas:
Street crime has dropped by 32% in the first quarter of 2010.
The number of hardcore families listed in the eKasih system has reduced to 32,271 from 44,643.
The perception on bribing and corruption has improved in ranking to 26 from 31 last year.
Bureaucracy in business activity has improved to 4th place from 16th previously.
The New Key Economic Activities, as outlined in the New Economic Model, are expected to further accelerate Malaysia's economic transformation.
Infrastructure was ranked 25th (2009: 26th). The investment on the country's infrastructure is for the long term. Hence, this will only show results over time. In 2001, Malaysia's infrastructure was ranked at 38th position. This has improved over the years to 25th in this latest study.
The report also indicated that the innovative capacity of firms in generating new products and processes is high, with a ranking of 12, despite this being a new criteria.
This is in line with our emphasis on innovation and creativity to achieve quantum-leap growth. The declaration of 2010 as the Innovation Year has been an impetus towards this end.
In addition, the National Broadband Initiative is expected to further narrow the digital divide between the rural and urban areas.
Forging Ahead
Although Malaysia is now among the top 10 nations, we need to strive to maintain this achievement. This is important if we are to achieve high-income status by 2020.
Malaysia has the following challenges:
To continuously improve government delivery system to facilitate business
To strengthen the economy through high quality investment
To groom small and medium-sized enterprises for global competition
To continue to intensify life-long learning and nurture talented workforce; and
To drive productivity and competitiveness through a creative and innovative mindset.

Google reveals its financial secrets
thestaronline:Published: Tuesday May 25, 2010 MYT 8:35:00 AM
MOUNTAIN VIEW, California: Google Inc. has finally revealed one of its financial secrets and spelled out how it splits revenue with other websites that show its online ads.
The Internet search leader's partners get 68 percent of the revenue from ads placed alongside articles and other content on Web pages.
Websites keep 51 percent of the revenue from Google's ads shown next to their own search results.
The breakdown appeared Monday on one of Google's blogs.
Google has always said its advertising partners keep most of the revenue, but has faced criticism for not being more specific about the commission rates.
The commission for ads shown next to general Web content has remained the same since 2003, Google said.
The rate for search ads has been in effect since 2005.
Most of the ads that Google sells appear next to its own search engine and other services that it owns.
The company keeps all that revenue.
Ads shown next to Google's own services brought in $15.7 billion in revenue last year compared with $7.2 billion from marketing messages that Google distributed to other websites. - AP

Malaysia and Singapore end deadlock on key issues
thestaronline:Tuesday May 25, 2010
SINGAPORE: Malaysia and Singapore have finally broken the deadlock that has plagued their bilateral relations for almost two decades.
They have agreed that the KTM railway station in Tanjung Pagar be relocated to Woodlands in Singapore and the republic's investment in Iskandar Malaysia has been secured.
It is a major coup for Prime Minister Datuk Seri Najib Tun Razak and his Singaporean counterpart Lee Hsien Loong, who agreed to enhanced features in the Points of Agreement (POA) signed in 1990 on the status and development of KTM Berhad land in Singapore.
The features include:
> Relocating the KTM railway station from Tanjung Pagar to Wood-lands;
> Setting up a joint company M-S Pte Ltd to develop six parcels of land in the republic; and
> Developing a rapid transit link between Tanjung Puteri in Johor Baru and Singapore.
Both leaders also agreed that Khazanah and Temasek will form a 50-50 joint-venture company to develop an iconic wellness township in Iskandar Malaysia.

Najib and Lee all smiles after sealing KTMB land deal
thestaronline:Tuesday May 25, 2010
By MERGAWATI ZULFAKAR
merga@thestar.com.my
SINGAPORE: Malaysia and Singapore have broken a 20-year impasse on the status of KTM Berhad (KTMB) land in the island republic, with leaders of both countries declaring they could now smile and move their bilateral relationship forward.
Malaysia will move its railway station at Tanjung Pagar to Woodlands. In exchange, three parcels of KTMB land — at Tanjung Pagar, Kranji and Woodlands here — would be jointly developed by a company.
Good buddies: Najib and Lee at the press conference in Singapore yesterday.
Announcing the deal, Prime Minister Datuk Seri Najib Tun Razak and his Singapore counterpart Lee Hsien Loong told a press conference that the Points of Agreement (POA) signed by both countries in 1990 would have “enhanced features” and final details would be hammered out when they met again in a month’s time in Malaysia.
Najib said the agreement reached at yesterday’s retreat was historical and “we see light at the end of the tunnel.”.
“We are both smiling,” he said.
Standing beside Najib, Lee said it was an occasion to rejoice.
“Both of us got a good deal. I think both of us are quite happy and it benefits both sides.
In a joint statement issued after the leaders’ retreat, they announced that the KTMB station would be relocated to Woodlands by July 1, 2011. Malaysia’s customs, immigration and quarantine facilities will also be located there.
A company known as M-S Pte Ltd would be set up by Dec 31, with Khazanah Nasional Berhad holding a 60% stake and Singapore’s Temasek Holdings Limited holding 40% to develop six parcels of land totalling 271ha.
Three of the parcels are in Tanjung Pagar, Kranji and Woodlands.
The other three are in Bukit Timah.
The developed KTMB land could in turn be swapped, on the basis of equivalent value for land in Marina South and Ophir Rochor in Singapore.
The leaders also said a rapid transit system (RTS) between Tanjung Puteri in Johor Baru and Singapore would be jointly developed and integrated with public transport services in Johor Baru and Singapore.
The RTS would be operational by 2018.

'Live, work and play' in Iskandar
thestaronline:Tuesday May 25, 2010
SINGAPORE: Khazanah Nasional Berhad and Temasek Holdings Limited will form a 50-50 joint venture company to develop an iconic wellness township in Iskandar Malaysia involving the private sectors from both countries.
Malaysian and Singapore leaders who met here yesterday announced they expected the project to be launched within a year.
Prime Minister Datuk Seri Najib Tun Razak and his Singapore counterpart Lee Hsien Loong, who jointly announced the project after their retreat, said they supported the “live-work-play” wellness township concept, offering holistic wellness services and facilities.
The proposed project will involve up to 202.3ha of land.
Singapore also announced that upon the expiry of the 1961 agreement on the supply of water to Singapore from Johor on July 1, 2011, the island republic would hand over the Skudai waterworks asset free of charge and in good working order.
Najib said Malaysia was considering reducing toll rates on the Second Link, adding that Singapore would also consider matching the reduction Malaysia would offer.
He also hoped the agreement reached this round would be a positive signal for both sides, including the private sector.
Najib also said Malaysia still planned to have a third link to Singapore, adding that it was a long-term project.

Malaysia-Singapura capai kesepakatan
25 Mei 2010 / 11 Jamadil Akhir 1431
– Utusan

– Utusan

Stesen KTMB di Tanjong Pagar pindah ke Woodlands Julai 2011
Utusan Online:25 Mei 2010 / 11 Jamadil Akhir 1431
- Utusan

Syarikat M-S Pte. Ltd. majukan tanah KTMB
Utusan Online:25 Mei 2010 / 11 Jamadil Akhir 1431
SINGAPURA 24 Mei - Perdana Menteri, Datuk Seri Najib Tun Razak berkata, tanah Keretapi Tanah Melayu Bhd.

Lapan ciri-ciri penting yang dapat menggagalkan eksekutif itu ialah;
1. Membiarkan kekuatan untuk menjadi liabiliti
2. Salah tanggap orang dan perhubungan
3.Memperkecilkan kerumitan cabaran
4.Tidak dapat menerima hakikat
5.Menjalani pemulihan terlalu perlahan selepas sesuatu kekecewaan
6.Kegagalan untuk belajar dan menyesuaikan diri
What Smart Executives Do to Stay on Track.

Economists: Najib got it right on economy
Published: 2010/05/14
Economists have given Prime Minister Datuk Seri Najib Tun Razak full marks for putting the Malaysian economy on "full throttle" mode.
Dr Yeah Kim Leng, group chief economist of RAM Holdings, acknowledged that Malaysia’s quick economic recovery has been due to Najib’s stimulus plan.
"When Prime Minister Najib took office, it was at the height of the global financial crisis. What we see here is that the PM has passed the most critical challenge of ensuring that we can withstand the synchronised global recession.
"The policies that are implemented have mitigated the effects of the global financial crisis to the extent that Malaysia did not suffer a hard landing,” he said.
The Malaysian economy recorded a growth of 10.1 per cent in the first quarter of 2010, its highest quarterly growth in 10 years. The last time Malaysia charted quarterly growth as high was in 2000 when it hit 11.7 per cent.
Dr Yeah attributed the record quarterly performance to Najib's sound policies and in particular, the second stimulus package which had helped to boost confidence and reduce job losses.
He said the prime minister had steered Malaysia through a rough course and "that phase has passed".
"Malaysia’s recovery is stronger than projected by market analysts. We recovered in the fourth quarter of last year and the economy expanded by 4.5 per cent," he pointed out.
"Of course, the sharp annual growth is also because the economy contracted last year. So when you compare year-on-year, we have a cyclical rebound," he explained.
In view of the prime minister's foresight, Dr Yeah said Malaysia was well-positioned towards the next economic boom.
Equally upbeat is France’s Sorbonne-trained economist Datuk Dr Norraesah Mohamad, who said the prime minister’s "quick response" to jump start the economy was working according to plan.
According to her, one strong reason for the recovery was the RM70 billion stimulus package injected into the economy last year and was still filtering its way down.
Meanwhile, Najib has indicated that the GDP growth meant more and better jobs for Malaysians.
Bank Negara Malaysia governor Tan Sri Dr Zeti Akhtar Aziz announced an increase in interest rate to counter any spike in inflation following the high growth.
The ringgit also ended higher against the US dollar on Thursday on the back of the country''s strong gross domestic product (GDP) data for the first quarter this year. The local currency was traded at 3.1950/1000 yesterday compared with 3.2030/2070 on Wednesday.
A dealer said the ringgit's strength hinged on the inflow of funds into the equity markets.
"The ringgit will be traded between 3.18 and 3.17 against the greenback soon," he said. -- Bernama
