NEM will be led by three principles

THE development of the New Economic Model (NEM) will be guided by three principles – high income, sustainability and inclusiveness – to drive the country’s economic progress to become a developed nation.

Prime Minister Datuk Seri Najib Tun Razak said creating a high income nation would mean higher wages throughout the economy as growth was derived not only from capital but also from greater productivity through the use of skills and innovation, improved coordination, stronger branding and compliance with international standards and Intellectual Property Rights.

“We should ask ourselves this fundamental question – will the NEM create high income jobs where the rakyat benefits from a competitive economy and a better way of life?” he said.

Najib said the Government wanted to see a Malaysia that would make a quantum leap from the current US$7,000 (RM23,100) per capita annual income to US$15,000 (RM49,500) in 10 years.

“The New Economic Model must be built from here,” he said when unveiling the NEM’s framework at Bursa Malaysia’s Invest Malaysia 2010 conference yesterday.

Najib said the NEM must also include a commitment to sustainability, not only in the country’s economic activities but also in the impact of economic development on the country’s environment and precious natural resources.

“There is little value in pursuing a future based entirely on wealth creation, pursuing growth that depletes resources and displaces communities (which) will have dire consequences for future generations.

“This is a false and futile choice.

“High and sustained growth and environmental stewardship can and must go hand-in-hand,” he said.

Najib said inclusiveness – the third principle – was a key prerequisite for fostering a sense of belonging and engagement in the NEM.
He said an inclusive NEM would ensure that no one was left out in contributing to and sharing in the creation of wealth as the country progressed.

“While perfect equality is in reality impossible to achieve in an open, global economy, an inclusive society will ensure that we can narrow inequalities in our nation, help those who need help most and engage all of Malaysia’s talents in our effort to build a competitive economic workforce,” he said.
Najib said to fully meet these new challenges, a change in the national mindset would be required.
“In the short-term, there will be entrenched opposition. But for the long-term strength of our nation, we cannot afford to duck these issues any longer. If we are to truly tackle inequality and become a beacon of progress in our region, we must bring a sense of urgency to reform,” he added.
To achieve this transformation, Najib said the following eight strategic reform initiatives would be focused on:
> Re-energising the private sector to lead growth;
> Developing a quality workforce and reducing dependency on foreign labour;
> Creating a competitive domestic economy;
> Strengthening the public sector;
> Putting in place transparent and market-friendly affirmative action;
> Building knowledge based infrastructure;
> Enhancing the sources of growth; and
> Ensuring sustainability of growth.

NEM needs a professional touch

THE bold initiatives as outlined under the New Economic Model require a lot of commitment and expertise at the implementation stage.

It is easy to be cynical and say “I have heard all this before.”

The new angle is that the government is serious about its mission which is not to be viewed as just an election ploy.
The real test is when the Government goes down to the nitty-gritties and shows its sincerity by hiring the right professionals to steer and see the plan through.

That means implementation is to be seen as a task to be completed with timelines and benchmarks meticulously laid out, in the same way as jobs are accounted for in large corporations.

Dragging of feet, favouritism and personal agendas would not fit into this new scheme of things.

It would be truly wonderful if a totally new set-up were to be established to carry out this bold vision. That is not to be mistaken as introducing another layer of bureaucracy into the implementation process.

Bright and capable civil servants can be seconded for the mission, for which there should be a separate branding, organisational structure and reporting lines that focus on quick and efficient action as well as feedback.

At the same time, the pace of change also takes into account the human element, incorporating various sensitivities while adjusting the speed slowly but surely to reach specific goals.

There cannot be an overnight fix to the problem even though it has suddenly become very worrying that many neighbouring countries are fast catching up and may soon overtake us - in terms of wealth accumulation, investments and competitiveness.

A powerful issue to be addressed is skepticism on the ground especially among the older generation that has long observed certain unsatisfactory developments or those who could have been subjected to a regime that favoured certain ingrained practices or preferences.

A proper model, details of which would be fine-tuned following intensive consultations, is required in both private and public sectors, after taking into account all the stumbling blocks and impediments to change.

Perceptible signs of change are appearing at various levels of the social and corporate world, in both private and public sectors. However, the culture and mindset of the past will require more time and possibly substantial effort to overcome age-old attitudes, mistrust and fear.

Survival is a difficult game but those who realise the need for it and are willing to accept the hard challenges will likely be the winners.

Boosting Bursa Malaysia’s appeal

PETALING JAYA: The Government is stepping up efforts to shore up the local stock market, as it seeks to boost Bursa Malaysia’s appeal to foreign investors.

Central to this plan is making more shares in government-linked companies (GLCs) available to a wider group of investors.
State-owned investment arm Khazanah Nasional Bhd yesterday started the ball rolling when it announced plans to divest its controlling 32% stake in Pos Malaysia Bhd. (See: Group may buy Pos Malaysia stake)
Over the past nine months, Khazanah had sold down stakes in Tenaga Nasional Bhd, Malaysia Airports Holdings Bhd and PLUS Expressways Bhd.

Prime Minister Datuk Seri Najib Tun Razak in his speech to launch the New Economic Model yesterday said national oil giant Petroliam Nasional Bhd had identified “two sizeable subsidiaries with good track records” for listing this year.
The Government is also considering privatising Percetakan Nasional Malaysia Bhd, CTRM Aero Composites Sdn Bhd, and biotech firms Nine Bio Sdn Bhd and Innobio Sdn Bhd.
“We have begun a review of a number of companies under Minister of Finance Inc and other agencies,’’ Najib said.
But the Government’s initiatives to pare down stakes in GLCs and float new ones in the market were perceived as “market neutral” by fund managers who attended the Invest Malaysia 2010 conference yesterday, as the declaration of intent had been made in the past.

“Fresh big initial public offers will increase the breadth of selection in the market. But the key to success will be persistence of the Government to execute its intention,’’ MIDF Research head Zulkifli Hamzah said.
At least one government-owned firm earmarked for listing yesterday declared that it was ready for life as a public-listed entity.
“Based on our track record, the milestones achieved, we are ready for listing this year,’’ CTRM chief executive officer Datuk Rosdi Mahumud told StarBiz yesterday.
CTRM is probably the largest manufacturer of composite aerospace parts in Asia and counts Airbus and Boeing among its key customers.
The company churned out a turnover of about RM300mil a year, while annual net profit was said to be around RM30mil.
“I think the appetite for IPOs is still out there, but investors would only be willing to pay a premium for good quality companies,” ASM Investment Services Bhd chief investment officer Rusli Abu Yamin said.
The FTSE Bursa Malaysia KL Composite Index (FBM KLCI) had risen 52% over the past one year to close at 1,319 points yesterday.
But despite the strong surge, the local market had remained mostly below the radar screen of foreign investors.
According to official figures from Bursa Malaysia, foreign investors comprised only 26% of the market, as opposed to 42% in 2008.

Najib said the Employees Provident Fund (EPF) presently dominated local equity and bond markets with up to 50% of daily Bursa volume represented by EPF-related trades, a situation he described as “not healthy for the market or for the EPF.”

The EPF has a total fund size of RM360bil and about a quarter of this is invested in the local stock market.
The total market capitalisation of all companies listed on Bursa Malaysia amounted to RM1.06 trillion yesterday.
“EPF will be allowed to invest more assets overseas, both diversifying its portfolio and creating more room domestically for new participants. EPF presently has about 6% of assets invested offshore and this will increase significantly,’’ Najib said.
The EPF will also increase its direct investments in the real economy of Malaysia, as an alternative to market investments – taking positions in healthcare, commodities, property and other long-term investments that match EPF’s requirements to protect the real rate of return on its assets.

“We strongly welcome the Prime Minister’s decision to allow the EPF to increase our overseas investment as it will help us diversify our investment and optimise our returns to members,’’ EPF chief executive officer Tan Sri Azlan Zainol said.

Four-pronged approach to boost electronics sector

THE New Economic Model (NEM) is recommending for the implementation of a four-pronged approach to boost the country’s electronics sector.

The four-pronged approach tackles the problems related to talent, eco-system, infrastructure, and incentives.

To bring in talent, the NEM recommended the implementation of a fast-track procedure for work permits of highly skilled professionals, shorten the delivery process of permanent resident status, establish a non-profit organisation to foster links with the diasporas to match the capabilities with right economic opportunities, and establish a “finishing school” programme.

To create an eco-system conducive for the growth of the electronics industry, the NEM also recommended that financial institutions should review the existing bankruptcy laws to support high-risk ventures and the innovation-based businesses, and improve the broadband bandwidth speed that would make Malaysia globally competitive as an ICT hub.

To support the further growth of the electronics industry, the NEM also recommended the upgrading of infrastructure such as the airports and warehouses and the establishment of a ‘One Stop Agency’ to handle all matters related to the electronics industry, and revising the grants system.

The report said there was need for high-speed broadband bandwidth at an affordable price, which was a constraint to the expansion of the electronics and the high-value added services sectors.

On NEM’s plan to set up a “finishing school”, Penang Skills Development Centre (PSDC) chief executive officer Datuk Boonler Somchit said PSDC was involved in developing a programme for diploma and degree holders to acquire the hard and soft skills in engineering in the shortest time possible via a finishing school concept, which provides both the theoretical and practical aspects of training for specific employment.

“We have applied for a substantial grant to start operating the finishing school for engineers as soon as possible under the 10th Malaysian Plan.

“Instead of one to two years of working and training at the place of employment, the finishing school concept will reduce the time required for acquiring training and experience to six to eight months,” he said.

Globetronics Technology Bhd CEO Heng Huck Lee said revising the grants’ scheme was very timely. “When giving out grants and incentives to new technology companies, the Government must not forget about those existing companies that are already in competition in the global market.”

GUH Holdings Bhd managing director Datuk Kenneth H’ng said the NEM coverage on the electronics and other business areas was wide, tackling every major issue facing the country’s economy today.

“The question remains now is how the Government will go about implementing the measures and when it will do so,” he said.

PM: Affirmative action a vital component in new economic reality

Datuk Seri Najib Tun Razak said this was a “common-sense enhancement” of policies for a new economic reality where inclusiveness was a key component.
Najib said the Government was now dealing with 21st century problems that required fresh 21st century approaches.
“We will chase the same goals, but transform the way we do things. Our first priority must be to eradicate poverty, irrespective of race,” he said in his keynote address at Invest Malaysia 2010 yesterday.

Najib said the original objectives of the New Economic Policy (NEP) launched about 40 years ago with its affirmative action policies were still relevant. However, it was time to review its implementation.
The NEP, he said, had served the nation well by balancing the economic growth strategies of the country with the need to address structural inequalities and promote social harmony.
Najib said when affirmative action was implemented in a transparent, fair and empowering way, it would yield better results.
“For too long, the implementation of our affirmative action policies has not reached those who needed them the most.
“We can no longer tolerate practices that support the behaviour of rent-seeking and patronage, which have long tarnished the altruistic aims of the NEP,” he said.
Najib said the policy would include the development of a competitive and transparent tender process with set and clear rules for the whole bumiputra community made up of both Malay and other indigenous groups.
He said inclusiveness, where all Malaysians contributed and benefited from economic growth, must be a fundamental element of any new economic approach.
He said the renewed affirmative action policy would focus on the needs of all, including those living in the longhouses in Sabah and Sarawak and poor rural households in the peninsula who often felt disconnected from the mainstream economic activity.
“Fishermen, petty traders and small farmers also fall under this category and not forgetting the orang asli and low-income urban dwellers seeking out a livelihood in tough economic circumstances,” he said.
Najib said in assessing the results, fair distribution must encompass the whole spectrum of measuring wealth such as equity ownership, other financial and non-financial assets, and access to wealth-creating opportunities such as long-term concessions and contracts.
He said even when measuring ownership, it should go beyond equity to include other properties, business assets such as retail, landed properties, commercial building, intellectual property and other services as well as managerial positions.
“A valuable example would be the redevelopment of Kampung Baru, a holistic opportunity of wealth creation and value enhancement that goes deeper and well beyond equity ownership,” he said.
Najib said the ultimate goal was for no Malaysian to live in poverty.
“All will get the chance to succeed and share in prosperity. For those who struggle with low incomes and live in harsh conditions, we will always provide special support to help lift them out of the poverty trap,” he said.

Petronas Carigali diapung

KUALA LUMPUR 30 Mac - Petronas Carigali Sdn. Bhd. (Petronas Carigali), merupakan sebuah daripada dua anak syarikat Petronas yang diumumkan bakal diapungkan di Bursa Malaysia pada tahun ini.
Namun begitu, nama sebuah lagi anak syarikat belum diputuskan tetapi dipercayai salah satu daripada dua syarikat yang terlibat dalam penapisan dan juga Gas Asli Cecair (LNG).
Setakat ini, tiga anak syarikat Petronas telah disenaraikan iaitu Petronas Dagangan Bhd., Petronas Gas Bhd. dan MISC Bhd.
Menurut sumber industri, penyenaraian Petronas Carigali bukanlah baru kerana ia dijangkakan kerana operasinya yang dilihat kukuh dan berdaya maju.
Perdana Menteri, Datuk Seri Najib Tun Razak ketika menyampaikan ucaptamanya pada Persidangan Invest Malaysia 2010 di sini hari ini berkata, dua buah syarikat Petronas akan disenaraikan pada tahun ini.
Bagaimanapun, beliau tidak menamakan dua syarikat yang terbabit.
Najib berkata, langkah penyenaraian itu bertujuan mengurangkan penglibatan kerajaan sama ada secara langsung atau tidak langsung dalam aktiviti perniagaan yang mana lebih cekap sekiranya dijalankan oleh sektor swasta.

Najib pada majlis itu juga mengumumkan pelupusan saham yang ketara oleh Khazanah Nasional Bhd. dalam Tenaga Nasional Bhd., Malaysia Airports Holdings Bhd. dan PLUS Expressways Bhd.
Sementara itu, Ketua Pegawai Eksekutif Bursa Malaysia Bhd., Datuk Yusli Mohamed Yusoff ketika diminta mengulas mengenai penyenaraian anak syarikat Petronas itu berkata, ia merupakan berita baik kepada pasaran.

Beliau mengakui penyenaraian anak syarikat firma minyak negara itu bukan baru kerana ia telah diperkatakan sejak beberapa tahun lalu.
Yusli bagaimanapun, beliau tidak mengetahui nama syarikat yang bakal disenaraikan itu.
''Saya tidak tahu tetapi sejak dulu spekulasi mengenai penyenaraian anak syarikat yang dikatakan mempunyai prestasi baik itu sering diperkatakan oleh pasaran,'' tambahnya.
Beliau yang menyambut baik cadangan penyenaraian itu berkata, ia akan merancakkan pasaran tempatan selepas sedikit lembap semasa krisis ekonomi.
Yusli dalam perkembangan berasingan berkata, langkah kerajaan mengurangkan pegangan dalam syarikat milik kerajaan (GLC) akan mengembalikan minat pelabur asing ke dalam bursa tempatan.
Beliau berkata, pengumuman itu memang ditunggu-tunggu oleh para pelabur asing.
''Ini adalah penantian yang lama. Sebelum ini, kita menerima banyak maklum balas dari pelabur asing yang mahukan lebih banyak saham dalam syarikat-syarikat besar, yang dikuasai oleh GLC.
''Langkah GLC melepaskan pegangan dengan ketara bukan sahaja meningkatkan jumlah kecairan tetapi mereka boleh membuat pelaburan dengan besar,'' kata beliau.
Yusli berkata, cara pelupusan itu juga akan memberi kelebihan kepada GLC untuk mempelbagaikan pelaburannya seperti Kumpulan Wang Simpanan Pekerja (KWSP) yang bakal meningkatkan pelaburan ke luar negara.
Beliau berkata, Bursa Malaysia menaruh harapan untuk menyaksikan apungan bebas syarikat-syarikat tersenarai meningkatkan lebih 50 peratus pada masa depan berbanding 25 peratus sekarang.
Ketua Pengarah Institut Kajian Strategik dan Antarabangsa (ISIS), Datuk Dr. Mahani Zainal Abidin. Mahani pula menjangka lebih banyak lagi anak syarikat GLC akan mengambil langkah yang sama selepas penyenaraian dua anak syarikat Petronas di Bursa Malaysia.

MEB rancakkan pelaburan asing

KUALA LUMPUR 30 Mac - Model Ekonomi Baru (MEB) yang diumumkan Perdana Menteri, Datuk Seri Najib Tun Razak akan merancakkan lagi kemasukan pelaburan pelabur-pelabur asing ke negara ini.
Penasihat Persatuan Usahawan Wawasan Wanita Malaysia (Wawasanita), Datuk Jamelah A. Bakar berkata, langkah itu juga dilaksanakan tepat pada masanya bagi meningkatkan keyakinan rakyat terhadap situasi ekonomi negara.

"Kita percaya dengan langkah mewujudkan MEB ini juga ia akan berupaya merancakkan lagi pasaran saham yang telah muram sejak selepas pilihan raya umum lalu," katanya dalam kenyataan di sini hari ini.
Perdana Menteri hari ini mengumumkan intipati MEB antaranya Kumpulan Wang Simpanan Pekerja (KWSP) akan dibenar melabur lebih banyak lagi di dalam aset di seberang laut.
Melalui MEB juga, Lembaga Kemajuan Industri Malaysia (MIDA) akan dikorporatkan untuk membolehkannya berfungsi dengan lebih efektif sebagai satu agensi promosi pelaburan.
Jamelah berkata, melalui pelaksanaan MEB juga, sebarang langkah yang dibuat kerajaan bagi mengurangkan kebergantungan kepada pekerja asing adalah amat baik.
Namun katanya, pada masa sama, rakyat tempatan haruslah diasuh untuk mengambil alih tempat pekerja asing dengan gaji yang dibayar juga perlulah bersesuaian dan tinggi bagi menarik minat mereka.
"Kita yakin apa juga yang telah dibentangkan Perdana Menteri pada MEB sememangnya bertujuan membawa rakyat dan negara ke satu tahap ekonomi yang lebih tinggi pada masa depan.
"Namun segalanya bergantung kepada pelaksanaan yang baik dan berkesan seperti kerenah birokrasi terutama dalam membawa pelabur asing masuk," katanya.

MIDA akan dikorporatkan

KUALA LUMPUR 30 Mac - Lembaga Kemajuan Industri Malaysia (MIDA ) akan dikorporatkan bagi membolehkan ia menjadi sebuah agensi promosi pelaburan yang berdaya saing di peringkat antarabangsa.



Perdana Menteri, Datuk Seri Najib Tun Razak berkata, kerajaan juga telah bersetuju untuk memperkasakan MIDA dengan kuasa yang diperlukan untuk berunding secara terus dengan pelabur bagi projek yang disasarkan.



''Selain itu, MIDA akan dilantik sebagai agensi pusat promosi pelaburan untuk sektor pembuatan dan perkhidmatan kecuali perkhidmatan utiliti dan kewangan bagi meningkatkan koordinasi dan kepaduan antara pelbagai badan promosi pelaburan di negara ini,'' katanya.



Beliau menyatakan demikian ketika menyampaikan ucaptama pada majlis perasmian Invest Malaysia 2010 di sini hari ini.



Menurut Perdana Menteri, perubahan itu akan membolehkan MIDA meluluskan insentif pada masa benar (real time) dan bertindak dengan lebih pantas untuk menjalinkan hubungan yang lebih efektif dengan pelabur.



Oleh itu, tambah beliau, nama MIDA akan ditukar kepada Lembaga Pelaburan Malaysia (Malaysia Investment Authority) dengan mengekalkan akronim MIDA kerana ia jenama yang telah dikenali.



Tambah beliau, walaupun MIDA telah muncul sebagai institusi yang diiktiraf di kalangan pelabur asing dan domestik namun masanya telah tiba untuk membuat perubahan drastik bagi menjadikan lembaga itu sebagai sebuah agensi promosi pelaburan yang lebih efektif.



Pada majlis yang sama, Najib turut mengumumkan Kumpulan Wang Simpanan Pekerja (KWSP) dibenarkan untuk melabur lebih banyak aset di luar negara.



Menurut Najib, tindakan tersebut akan membolehkan KWSP mempelbagaikan portfolio dan memberikan lebih banyak ruang pelaburan domestik untuk penyertaan baru.



''Pada masa ini, KWSP mempunyai enam peratus aset pelaburan luar pesisir pantai dan jumlah itu akan meningkat secara ketara.



''KWSP juga akan meningkatkan pelaburan langsung di dalam ekonomi benar Malaysia, sebagai alternatif kepada pasaran pelaburan seperti penglibatan dalam sektor penjagaan kesihatan, komoditi, hartanah dan pelaburan jangka masa panjang yang lain dengan memenuhi keperluan KWSP untuk melindungi nilai pulangan ke atas asetnya,'' jelasnya.



Semalam KWSP menerusi satu kenyataan berkata, ia merancang untuk meningkatkan pelaburan seberang lautnya kepada 10 peratus dalam tempoh satu hingga dua tahun.



Ketua Pegawai Eksekutifnya, Tan Sri Azlan Zainol berkata, tumpuannya adalah terus melabur dalam ekuiti syarikat-syarikat penyenaraian awam.



Menurut Azlan, pihaknya akan meningkatkan pelaburan di Eropah, Amerika Syarikat, Australia, Singapura, Thailand, Indonesia dan Asia Tenggara.



Menurut Najib, pada masa ini KWSP menguasai pasaran ekuiti dan bon tempatan sehingga 50 peratus daripada jumlah dagangan harian bursa tempatan yang diwakili oleh perdagangan berkaitan KWSP, yang mana situasi tersebut tidak sihat untuk pasaran dan juga kumpulan itu.

KUALA LUMPUR 30 Mac – Datuk Seri Najib Tun Razak berkata, kerajaan dan Kumpulan Wang Simpanan Pekerja (KWSP) akan bekerjasama membangunkan kawasan seluas 1,200 hektar di Sungai Buloh sebagai hab baru Lembah Klang.



Menurut Perdana Menteri, pembangunan itu akan membawa kepada pelaburan baru melebihi RM5 bilion yang memberikan kesan segera kepada pertumbuhan ekonomi domestik dengan potensi besar kepada sektor swasta untuk turut sama terlibat secara aktif.



‘‘Inisiatif ini akan menjadi permulaan yang baik untuk lebih banyak penjualan dan usaha sama antara sektor awam dan swasta dalam pembangunan harta tanah,” katanya ketika berucap pada persidangan Invest Malaysia 2010 di sini hari ini.



Dalam pada itu, Perdana Menteri memberitahu, bagi mempromosikan pelaburan ekonomi ke tahap yang lebih tinggi, beberapa lot tanah di Jalan Stonor, Jalan Ampang dan Jalan Lidcol di sini telah dikenal pasti untuk ditender dan dibangunkan oleh sektor swasta.



‘‘Aset ini jika tidak dibangunkan merupakan satu pembaziran dan meningkatkan kos penyelenggaraan kepada kerajaan,” katanya.



Perdana Menteri menambah, kerajaan akan mengurangkan persaingan secara langsung dengan sektor swasta.



‘‘Kita telah menyemak semula beberapa syarikat di bawah Kementerian Kewangan diperbadankan dan agensi-agensi lain.



‘‘Kerajaan juga akan mempertimbangkan penswastaan Percetakan Nasional Malaysia Berhad, CTRM Aero Composites Sdn. Bhd., Nine Bio Sdn. Bhd., Innobio Sdn. Bhd. dan beberapa lagi syarikat lain,” katanya.



Selain itu, jelasnya, Petronas telah mengenal pasti dua subsidiari yang agak besar dengan rekod prestasi yang baik untuk disenaraikan pada tahun ini di Bursa Malaysia.



Menurutnya, matlamat inisiatif itu untuk mengurangkan penglibatan kerajaan sama ada secara langsung atau tidak langsung dalam aktiviti perniagaan yang akan menjadi lebih cekap sekiranya dijalankan oleh sektor swasta.

Lapan Inisiatif Pembaharuan Strategik jayakan MEB
KUALA LUMPUR 30 Mac - Majlis Penasihat Ekonomi Negara (NEAC) menggariskan lapan Inisiatif Pembaharuan Strategik bagi merealisasikan hasrat kerajaan menjayakan Model Ekonomi Baru (MEB).

Perdana Menteri, Datuk Seri Najib Tun Razak berkata, lapan inisiatif itu akan memberi tumpuan kepada:

1.Menyuburkan kembali sektor swasta untuk menerajui pertumbuhan ekonomi;
2.Membangun tenaga kerja yang berkualiti dan mengurangkan kebergantungan kepada pekerja asing;
3.Mewujudkan ekonomi domestik yang berdaya saing;
4.Memperkukuhkan sektor awam;
5.Melaksanakan tindakan afirmatif yang telus dan mesra pasaran;
6.Membina infrastruktur yang berasaskan pengetahuan;
7.Meningkatkan sumber pertumbuhan;
8.Memastikan pertumbuhan yang mapan.

Perdana Menteri berkata, kesemua lapan inisiatif itu adalah saling melengkapi dan kesannya merentasi semua sektor ekonomi.
''Ketiga-tiga matlamat MEB iaitu berpendapatan tinggi, kemapanan dan keterangkuman memerlukan kita mencapai pertumbuhan Keluaran Dalam Negara Kasar (KDNK) yang lebih tinggi untuk dekad seterusnya.

''Oleh itu, dasar-dasar yang perlu kita laksanakan mesti menyentuh isu-isu asas bagi memastikan momentum pertumbuhan dapat dipercepatkan melalui pendekatan yang holistik untuk menghapuskan semua halangan," katanya ketika berucap pada persidangan Invest Malaysia 2010 di sini hari ini.

Menurutnya, matlamat itu memberi penekanan kepada bina upaya bukan hanya pembangunan negara semata-mata sebagai langkah mencapai pembangunan yang mapan.
Sebagai tambahan kepada laporan NEAC itu, beliau mahu tumpuan diberikan secara efektif ke atas sektor utama yang spesifik atau dikenali sebagai Aktiviti Utama Ekonomi Nasional (NKEAs).

''Ini adalah bidang di mana ekonomi negara mempunyai potensi untuk terus maju ke arah ekonomi berpendapatan tinggi," katanya.
Berdasarkan pendekatan baru NEAC yang menyatakan bahawa sektor swasta perlu memacu pertumbuhan, Perdana Menteri berkata, kerajaan perlu meningkatkan peranan sebagai fasilitator kepada pihak industri untuk berkembang maju.

Mengulas lanjut, katanya, majoriti inisiatif yang telah diwujudkan adalah berkaitan dengan semua faktor yang penting dalam memperbaiki hala tuju ekonomi negara.
''NEAC telah mengenal pasti sektor utama untuk membolehkan ekonomi negara maju dan berdaya saing dengan rakyatnya menikmati kualiti hidup yang tinggi serta berpendapatan tinggi hasil daripada pertumbuhan yang mapan.

''Banyak lagi yang perlu kita lakukan namun bagi meraih peluang yang ada sepenuhnya, kita perlu memberi fokus ke atas sektor-sektor utama ini," katanya.

KUALA LUMPUR 30 Mac - Datuk Seri Najib Tun Razak hari ini melancarkan Model Ekonomi Baru (MEB) yang bertujuan melonjakkan ekonomi negara untuk menjadi negara maju menjelang 2020 dan seterusnya meningkatkan pendapatan rakyat secara keseluruhan.
Perdana Menteri berkata, pelbagai strategi akan dilaksanakan melalui MEB yang antara lain melonjakkan kuantum pendapatan perkapita rakyat daripada AS$7,000 (RM23,000) kepada AS$15,000 (RM49,000) setahun dalam tempoh 10 tahun.

"MEB hendaklah dibina dari sini. Ia bukanlah suatu tugas yang mudah, tetapi ia menjanjikan pulangan lumayan jika kita mampu melakukan transformasi ini," katanya semasa berucap pada Persidangan Invest Malaysia 2010 di sini, hari ini.
Najib yang juga Menteri Kewangan berkata, keutamaan MEB adalah untuk menangani masalah jurang pendapatan dan membasmi kemiskinan tanpa mengira kaum.

"Sehubungan itu, adalah perlu MEB memberi tumpuan kepada usaha meningkatkan tahap pendapatan semua golongan yang kurang bernasib baik.
"Ia akan memberi fokus terhadap keperluan seluruh rakyat seperti mereka yang tinggal di rumah panjang di Sabah dan Sarawak, serta golongan miskin luar bandar di Semenanjung Malaysia yang seringkali tersisih daripada aktiviti ekonomi negara.
"Golongan nelayan, peniaga kecil dan petani juga tergolong dalam kategori ini. Begitu juga Orang Asli dan penduduk bandar berpendapatan rendah yang bekerja keras untuk menyara kehidupan dalam keadaan ekonomi yang sukar," katanya.
Sehubungan ini, katanya, laporan Majlis Penasihat Ekonomi Negara (MPEN) mencadangkan supaya fokus diberikan terhadap kumpulan 40 peratus strata pendapatan terendah di Malaysia - dari segi individu dan wilayah.
"Merekalah merupakan golongan yang kurang bernasib baik yang masih memerlukan perhatian khusus.

"Matlamat akhirnya, tiada rakyat Malaysia yang hidup dalam kemiskinan, semuanya mendapat peluang saksama untuk berjaya dan berkongsi kemakmuran negara," tambahnya.
Oleh itu, tegas Perdana Menteri, dasar afirmatif yang diperbaharui akan dilaksana berdasarkan empat prinsip yang mesra pasaran, merit, telus dan keperluan.
Najib berkata, sebagai contoh, kerajaan akan mewujudkan proses tender yang telus dengan peraturan jelas bagi golongan bumiputera Melayu dan pribumi lain.

Katanya, secara praktiknya, pendekatan itu bermakna sokongan kepada bumiputera akan dipertingkatkan dan dilakukan berdasarkan kepada keperluan, bukannya mengikut bangsa.
Mengenai usaha mewujudkan negara berpendapatan tinggi, beliau berkata, keadaan itu akan juga memberi kesan kepada upah pekerja yang lebih tinggi di dalam ekonomi.

Katanya, pertumbuhan itu bukan sahaja daripada segi modal, tetapi juga produktiviti yang tinggi melalui penggunaan kemahiran dan inovasi, koordinasi yang diperbaiki, penjenamaan yang kukuh dan mematuhi piawaian antarabangsa dan hak harta intelektual.
"Ekonomi yang berasaskan pengetahuan, pelaburan dalam teknologi baru, kemahiran yang pelbagai, inovasi dan kreativiti, serta peningkatan kecekapan adalah pemacu kepada prestasi sektor awam dan swasta," katanya.

Beliau menambah, pelaburan dan persaingan pasaran untuk mendapatkan bakat terbaik juga akhirnya akan mewujudkan suasana pembayaran upah yang tinggi.
Najib juga menegaskan, dalam memberikan rakyat kehidupan berkualiti, MEB mesti bertunjangkan kepada penjanaan pertumbuhan ekonomi mapan yang mengambil kira kesan ke atas persekitaran dan sumber asli.

"Tidak ada maknanya kita terlalu mengejar masa depan dengan kekayaan yang melimpah-ruah, sekiranya sumber alam dan nilai masyarakat terhakis yang bakal dihadapi oleh generasi akan datang," katanya.

KUALA LUMPUR: The New Economic Model (NEM) unveiled by Prime Minister Datuk Seri Najib Tun Razak Tuesday will generate benefits for all Malaysians, irrespective of race under its inclusive growth goal and approach.
The pro-poor growth warrants that no groups be marginalised and the essential needs of the people will be satisfied, according to the NEM.
Under the NEM, inclusiveness will enable all communities to contribute to and share in the wealth of the country.
Prime Minister Datuk Seri Najib Tun Razak speaking at the launch of the New Economic Model (NEM) in Kuala Lumpur on Tuesday.
It points out that a key challenge of inclusive growth is the design of effective measures that strike a balance between the special position of the Bumiputera and legitimate interests of different groups.
While saying that ethnically divide societies are more prone to violent conflicts, NEM emphasises that the multi-racial composition of the Malaysian population is still its outstanding feature and this ethnic diversity will always be with us.
As such, the market-friendly affirmative action programmes in line with the principle of inclusiveness will target assistance to the bottom 40 per cent of households, of whom 77.2 per cent are Bumiputra and many are located in Sabah and Sarawak, and ensure equitable and fair opportunities through transparent processes.
It also allows access to resources on the basis of needs and merit to enable improvement in capacity, incomes and well-being, and has sound intellectual frameworks for better monitoring and effective implementation.
"The ETP (Economic Transformation Programme) will provide mechanisms to strengthen the capability of the bottom 40 per cent so that they can take advantage of opportunities to secure better jobs, raise their productivity and grow their income.
"This group will be assisted with programmes to build skills so that they can use their entrepreneurial instincts to start and grow their businesses," it says.
The NEM will also ensure equality be achieved through competition that is complemented with merits and recognition.
"Families will be endowed with the opportunity and capabilities to pursue their aspirations in connected, sophisticated modern cities, townships and villages. They will live, work and study in localities free from the fear of crime, the indignity of discrimination and the anxiety of need," it says.

KUALA LUMPUR: Prime Minister Datuk Seri Najib Tun Razak announces Tuesday the highly anticipated New Economic Model (NEM) that aims to transform the country into a high-income nation.
The NEM is part of the four key thrusts of Prime Minister Datuk Seri Najib Tun Razak’s agenda.
The others are the 1Malaysia, People First, Performance Now concept; the Government Transformation Programme (GTP); and the 10th Malaysia Plan (10MP).
Najib unveiled the NEM’s framework at the Bursa Malaysia’s Invest Malaysia conference on Tuesday.
It was at the same function last year that Najib announced various liberalisation measures to make Malaysia more business friendly including the doing away with Foreign Investment Committee requirements.
The NEM recommendations were drawn up by the nine-man National Economic Advisory Council, which is headed by former Maybank chief and ex-minister Tan Sri Amirsham A. Aziz. The NEAC was formed on June 1.
The framework to be unveiled today is the first part of the NEM.
The NEAC is expected to submit the second part of its report on how the model should be implemented after studying all the feedback on the framework from various groups.
Najib is expected to elaborate on the targets of the NEM and the pitfalls facing the country if the recommendations are ignored.
Besides Amrisham, the members of the council include London School of Economics head of department Dr Danny Quah, finance expert Dr Yukon Huang and the World Bank’s East Asia chief economist Dr Homi J. Kharas. All three are advisers to the World Bank.
Datuk Dr Zainal Aznam Yusof, a distinguished fellow of the Institute for Strategic and International Studies (ISIS) Malaysia, is also on the council.
Joining Zainal from ISIS are current director-general Dr Mahani Zainal Abidin and its former research director Datuk Dr Hamzah Kassim.
The other distinguished members are China Bank Regulatory Commission chief adviser Datuk Andrew Sheng and Universiti Sains Malaysia vice-chancellor Professor Tan Sri Dzulkifli Abdul Razak.
The sole corporate representative is Datuk Nicholas S. Zefferys, the past president of the American-Malaysia Chamber of Commerce.

KUALA LUMPUR 30 Mac - Perdana Menteri Datuk Seri Najib Tun Razak hari ini mengumumkan Model Ekonomi Baru (MEB) yang sememangnya dinanti-nantikan akan mengubah ekonomi menjadi ekonomi berpendapatan tinggi yang mampan dan inklusif serta menempatkan negara pada landasan betul untuk mencapai status negara maju menjelang 2020.
Najib, yang juga Menteri Kewangan, berkata MEB akan menjadikan Malaysia lebih kompetitif pada peringkat serantau dan global yang menghasilkan manfaat bagi semua rakyat Malaysia di mana pendapatan per kapita masing-masing boleh meningkat kepada AS$15,000 menjelang akhir dekad, daripada AS$7,000 sekarang ini.
Di bawah MEB itu, katanya kerajaan tidak lagi boleh menerima amalan perbuatan merentir dan “patronage”, yang telah lama mencemar matlamat membantu golongan sasaran di bawah Dasar Ekonomi Baru (DEB).

Intipati Model Ekonomi Baru (MEB) diumumkan PM

KUALA LUMPUR 30 Mac - Berikut antara intipati Model Ekonomi Baru (MEB) yang diumumkan oleh Perdana Menteri, Datuk Seri Najib Tun Razak hari ini:
* Kumpulan Wang Simpanan Pekerja (KWSP) akan dibenar melabur lebih bahyak lagi di dalam aset di seberang laut.
* Lembaga Kemajuan Industri Malaysia (MIDA) akan dikorporatkan dan akan dinamakan semula sebagai Lembaga Pembangunan Pelaburan Malaysia untuk membolehkannya lebih efektif sebagai satu agensi promosi pelaburan.
* Kerajaan dan KWSP akan membentuk satu usaha sama bagi menggalakkan pembangunan tanah seluas 1,200 hektar (3,000 ekar) di Sungai Buloh untuk menjadi satu hab baharu bagi Lembah Klang.
* Beberapa bidang tanah di Jalan Stonor, Jalan Ampang dan Jalan Lidcol di Kuala Lumpur akan ditender dan dimajukan oleh sektor swasta, yang jika gagal akan merupakan satu pembaziran kerana kerajaan membelanjakan kos penyelenggaraannya.
* Pembangunan tanah di Sungai Buloh dan pembangunan beberapa bidang tanah di bandar raya ini dijangka menjana pelaburan baharu bernilai lebih RM5 bilion
* Syarikat di bawah Kementerian Kewangan Diperbadankan seperti Percetakan Nasional Malaysia, CTRM Aero Composites Sdn. Bhd., Nine Bio Sdn. Bhd. dan Innobio kemungkinan diswastakan.

Model Ekonomi Baru

Model Ekonomi Baru(MEB) yang bakal diumumkan dalam jangka masa terdekat ini adalah merupakan dasar kerajaan yang merupakan kesinambungan daripada Dasar Ekonomi Baru(DEB) dan Dasar Pembangunan Nasional(DPN). DEB lahir semasa pemerintahan Allayarham Tun Abdul Razak, kemudiannya diperbaharui oleh Tun Dr Mahathir Mohamad dengan DPN dan Wawasan 2020.Semasa pentadbiran Tun Abdullah Haji Ahmad Badawi, beliau hanya meneruskan kesinambungan dengan cara beliau tersendiri walaupun tidak begitu disenangi oleh Mantan Perdana Menteri Tun Dr Mahathir dan sebilangan akar umbi rakyat dan ahli UMNO.

Pengenalan MEB merupakan langkah tepat dimana rakyat makin kelihatan dahagakan kerancakan kegiatan ekonomi , seperti mana yang pernah dialami pada zaman Tun Dr Mahathir. DEB seperti yang dikenali diwujudkan dengan serampang dua mata iaitu menyusun semula masyarakat dan membasmi kemiskinan. Saya berpendapat MEB juga perlu serampang baru yang menggariskan beberapa cabaran utama ,iaitu:

1. Memperkasakan perhubungan erat diantara pelbagai kaum.
2. Membasmi Kemiskinan. Sumber pengagihan zakat perlu diperkemaskan.
3.Meningkatkan pendapatan rakyat.
4. Menghormati Perlembagaan sedia ada di mana Islam sebagai agama rasmi tidak perlu dicabar.
5. Memperkemaskan sistem pengagihan kekayaan dan peluang. Ini berlaku kerana hanya beberapa individu tertentu yang berjaya dalam perniagaan dan mereka seolah-olah memonopoli peluang perniagaan di dalam negara. Ini secara tidak langsung menidakkan peluang kaum-kaum mereka yang lain.Hal ini seolah-olah berlaku terhadap semua kaum di Malaysia.
6. Mengelakkan sumber-sumber dalaman mengalir keluar terutama syarikat-syarikat yang lebih cenderung melabur di luar negara. Pelaburan luar negara perlu dijana melalui sumber-sumber luaran.
7. Mengurangkan kos perniagaan tanpa mengganggu peluang pekerjaan. Sebagai contoh, kos perniagaan dapat dikurangkan dengan inisiatif Jalur Lebar Kebangsaan yang bakal dilancarkan pada 24 Mac 2010 bersama TM.
8. Sistem pendidikan yang perlu dirombak agar tidak memisahkan ilmu akhirat dan keduniaan. Sebagai contoh , kita mahu graduan dari sekolah pondok juga boleh berkomunikasi dalam bahasa inggeris selain daripada bahasa arab, boleh menjadi peguam, akauntan, jurutera ,doktor dan sebagainya.Atau dengan bahasa lain, kita mahu melahirkan sumber manusia yang "versatile" dan serba boleh serta berinovasi.
